All that OOC stuff:
Walter is the 17 year old version of Hellsing's butler, who is 69 years old in Hellsing canon. He is from Dawn canon (you can find translated scans here,) which occurs during WWII, specifically 1944.
Please note that the Wiki articles may appear to be authoritative, but as is the case in many fandoms, there is dispute about many of the details.
Because Walter's early background is quite patchy, I'm trying to be as consistent as possible with what we know about Walter as an adult in addition to what we know about Walter from the Dawn time period - he's extremely confident in his abilities, both as a teenager and as an adult. However, as an adult, he's aware that he's not infallible - this is a lesson he's having to learn.
